Eugene City Council voted 6 to 2 in favor of banning plastic bags

Eugene, joins Corvallis and Portland as the third Oregon city to eliminate a specific type of plastic bag from grocery stores.   Not all plastic bags are banned, just the poorly designed disposable plastic carry-out bags that can become wind-blown litter despite proper disposal.  The vote was six to two in favor of the ban.   The ordinance also includes a five-cent charge for paper bags. The idea is to encourage shoppers to bring reusable bags to stores in order to keep plastic out of landfills and oceans.
The city plans to start an education and outreach program and offer some free reusable bags to low-income residents.
